Let us make the assumption – sadly far from current reality- that we are in a paradisiac one-country world – or a one-country Europe for that matter. Would the most efficient industrial organization of its telecommunications service sector coincide with the system of the early 1980s with national monopolies and regionally dominant firms? Hardly. The ongoing liberalization of telecommunications service markets could thus be regarded as one of the major economic experiments in the 20th-century world economy. Its outcome and impact will be surely fell in the 21th century but difficult to forecast beyond saying that we will be surprised. But uncertainty and turbulence favor those who are well-informed.
